NOTICE TO CONTESTANTS

 

 

This competition shall be governed by the current USGA Rules of Golf. The following Local Rules & Definitions shall also be in effect. Disregard all Local Rules & Definitions posted in the golf shop or on the course scorecard. Unless otherwise noted, the penalty for breach for a local rule or condition is two strokes.

 

TEEING GROUNDS:    

Championship / Palmer –Gold Tees              

Hogan / Sarazen/Jones/Snead – Blue Tees

Ladies – Red Tees

Play will be from the designated tee markers and not necessarily the scorecard yardages.

TIME OF STARTING: It is the responsibility of the individual player to be at the correct starting hole 10 minutes in advance of the start time. A 2-stroke penalty will be assessed to any player not ready (Rule 5.3a/3) to play at their starting time. Any player that arrives to the tee 5 or more minutes after their starting time will be disqualified as determined by the starting time and starter’s clock

 

PACE OF PLAY: Rule 5.6 states that the player must play without undue delay and in accordance with Model Local Rule 8k-1. Each group is individually responsible for maintaining and policing their groups pace of play. The max finishing time for each hole is located on your scorecard. Players may and should inform another contestant that he/she is the cause of the group being out of position as a courtesy to that player. Rules Officials are NOT required to notify groups that they are out of position as that is the group’s responsibility.

 

  • The first group(s) must finish their first nine holes within the maximum allotted time established by the committee (typically, this time will be 2 hours 15 minutes). If the lead group finishes over the allotted time after nine holes, each player in the group will be assessed a 2-stroke penalty on their 9th hole.
  • The first group(s) off each tee must also finish 18 holes within the maximum allotted time established by the committee Failure to finish under the allotted time for 18-holes will result in a 2-stroke penalty, assessed on the final hole of play.
  • 2-stroke penalty will be assessed to any group failing to complete their 9th hole within 14 minutes of the group in front of them AND over their maximum allotted time
  • 2-stroke penalty will be assessed to any group failing to complete their 18th hole within 14 minutes of the group in front of them AND over their maximum allotted time

 

CADDIES/SPECTATORS: The Gulf Coast Tour allows both caddies and spectators subject to approval of host golf course. For local (18-hole) events ONLY, spectators and/or caddies are permitted in a player golf cart and may rent a cart depending on availability and course policy.

 

CELL PHONES/ELECTRONIC DEVICES: Cell Phones may be used only if doing so does not unduly delay play, cell phones must always be on silent (not vibrate).   Electronic devices made for the sole purpose of measuring distance may be used so long as the device deals with factual information only and does not have the ability to calculate slope, grade, wind etc (penalty is disqualification).

 

Golf Ball/ (Rule 6.3): A player must hole out with the ball played from the teeing ground, unless the ball is lost or out of bounds, or if the player substitutes another ball if permitted under rule 14-2a.  If you take a stroke at an incorrectly substituted ball – Two Stroke Penalty and must play the hole out with the incorrectly substituted ball.

 

Local Rule G-3 – Any ball used in making a stroke must be on the current list of Conforming Golf Balls issued by the USGA.  Penalty for Making a Stroke with a Ball Not on the Conforming List in Breach of this Local Rule: Disqualification. 

 

PENALTY AREAS:  Yellow (marked with Yellow Lines / Stakes) give the player two relief options. (Rule 17.1.d(1) and (2). Red (marked with Red Lines / Stakes) give the player an extra lateral relief option (Rule 17.1d(3)).  

 

OUT OF BOUNDS:  Out of bounds is marked by white or other color property stakes, property and boundary fences, property and boundary ropes as well and will be the course side edge of those markers..   The inside edge of a road or curb defines out of bounds, a ball that is on or beyond the road or curb is out of bounds even though it may lie on another part of the course  NOTE: Local Rule 8E-5 Alternate to Stroke and Distance for Lost Ball or Ball Out of Bounds NOT IN EFFECT.

 

Abnormal Ground Conditions: Areas of damaged and eroded ground next to the seawall along the Bay are treated as a single abnormal ground condition. . However any ball that has crossed the seawall and remained will be deemed to be in a red Penalty Area.

 

RULE 6-3d:  Playing two balls in stroke play to correct a possible serious breach in playing from a wrong place (see Rule 14.7b) or when uncertain about the right procedure to use (see Rule 20.1c(3)). In either case the player is required to notify the committee of such. Penalty for Breach - Disqualification

 

PRACTICE BETWEEN HOLES PROHIBITED: Local Rule I-2- Rule 5.5b is modified in this way:  Between the play of two holes, a player must not make any practice stroke on or near the putting green of the hole just completed, or Test the surface of that putting green. Penalty for Breach of Local Rule – Two Strokes.

 

SCORECARD:  Return signed and attested scorecard to the scoring area immediately upon completion of play.  Each member of the group must be present to present their scorecards.  Penalty for breach of this condition – Disqualification.
